Universal User Competence (UUC)

The recent Norwegian Discrimination and Accessibility Act will place much greater demands on Universal design of Web technology, and in particular Web technologies directed towards the general public. Web user interfaces must be accessible and usable for everyone, also all groups of disabled users. On the other hand users need competence to utilize web based technology. For some users this must include knowledge on assistive devices.

The main goal of the project was to define demands for user qualifications to utilize WCAG 2.0 Web sites and to develop a framework to teach and test required skills.

The two user groups in focus in this pilot project were:

  1. Blind and severely visually impaired users
  2. Users with cognitive and learning impairments
